December 1998
The meeting was called to order at 7:20 PM. The following were in attendance: John Nispel, Rich Olmstead, Kevin & Lynn Needham, Janice Damitio, Amity Trowbridge, John Forespring, Mike Nagle, Chris Evans, Ben Bradley, Paul Taylor & Jack Horn.
John Forespring gave a detailed report on the Laughlin Rally. It was an interesting rally which included instruction problems, long transit miles with short transit times. Overall they had a good time.
Chris Evans talked about the Rally Cross. There were 73 entries. One of the major issues is that next time we need some kind of timing forms. Overall it went well.
Mike Nagle noted that the minutes of the November 5th meeting should be corrected as follows: If there are less than three drivers in the Rally Lite class, the class should be placed on probation, not any class. Kevin Needham moved that the minutes of the November 5, 1998 meeting be accepted with the above correction. It was seconded, voted on and passed.
Lynn Needham gave the following Treasurer’s Report: Checking Account Balance is $4,511.16 and the Savings Account Balance is $10,419.45.
Rally Worker’s Party - Navone made reservations for January 23, 1999 at SPSCC. Kevin Needham talked about getting either Randy Knight or Firesafe to help put on a fire bottle demonstration. John Forespring suggested that the upcoming Doo-Wop organizers meeting (12/15/98) be held at his office to help mail out invitations to the Workers Party.
John Nispel announced the new Members at Large, Joan Manley and Orin O’Neill.
Oregon Trail - There was some discussion about the Ham operators. Apparently there is a conflict with one of their events on the same day.
Doo-Wops III & IV will be a 60% National Event and the Divisional Run-offs.
Norpac Roundtable - January 8-10, 1999. John Forespring passed out copies of a tentative agenda. We are still looking for sponsors. There will be a tour of the car museum on Saturday night.
There was discussion on the Club Rally license packets that are being mailed out.
Janice had a couple of people suggest Apollo’s on the Westside of Olympia for our next meeting. Since our next meeting is just two days before the Roundtable, we moved the meeting date to January 14, 1999. Janice will make reservations at Apollo’s.
Kevin talked about purchasing regulators and bottles. He can buy a complete kit for $299.99. John Forespring moved to allow Kevin to purchase two kits for a total of $600.00 plus tax. It was seconded, voted on, and passed.
There was some discussion about what equipment was "ours" and what was being borrowed by other groups.

November 1998
The meeting was called to order at 7:33 PM. Kevin Needham moved that the minutes of the October 8, 1998 meeting be accepted. It was seconded, voted on and passed.
Lynn Needham gave the following Treasurer’s Report: Checking Account Balance is $9,933.63 and the Savings Account Balance is $5,409.88.
Old Business: Shitepoke/Dryad Rally - There were 20 entries. Overall it was a good rally. Approximately 128 meals were served on Sunday at the Banquet.
New Business: Rally Cross - December 5, 1998 South Sound Speedway in Tenino
Norpac - January 8-10, 1999. Alaska can’t handle organizing it. NW Region will take over. We are looking for sponsors. There will be a tour of the car museum on Saturday night.
Regional Banquet will be held again this year at Emerald Downs on January 16, 1999. The entree will be Roast Beef and Salmon. The cost $25.00 per person. There will be door prizes and awards.
Janice came up with two good possibilities for our Rally Committee meetings. The Place off Mudd Bay Road or The Olive Garden. After some discussion it was decided to try The Place next month. Janice will make reservations.
Mike Nagle talked about putting together an e-mail list for our group. A sign-in sheet was passed around and e-mail addresses were collected.
The Rally Workers Party will be at South Puget Sound Community College again this year. We need to get all names and addresses of workers to Janell.
Kevin Needham mentioned that the National set of "Jaws" was missing. Brought up the possibility that we could purchase our own set. The approximate cost would be $5,000 for a used set with accessories.
Kevin Needham brought up the subject of purchasing two regulators and two bottles. Ray Damitio moved that Kevin be allowed to buy $229.95 each. Mike Nagle made a motion to rescind the previous motion. There was much discussion. Kevin will bring a proposal to the next meeting.
Janice asked about an incident at the Shitepoke/Dryad rally involing Neville Green. John Forespring is writing a probation letter to him.
Class assignments were made. A copy will be made available hopefully at the next meeting.
Ray Damitio made the following motion: At a rally, if there are less than three cars in a class, the organizer has the option to move those cars to another class. There would be no trophies for a class with less that three entrants. It was seconded, voted on and passed.
Mike Nagle made the following motion: If there are less than three drivers in a class, the class would be placed on probation. There was no second to this motion.
There was much discussion on the assigning of car numbers. National License - National #’s and Divisional License - Divisional #’s.
There was much discussion on "Club Rally" vs Pro Rally.
Ray Damitio talked about the Doo-Wops in February and March 1999. Jennifer Belcher is taking it to the committee to allow us to run in Capitol Forest. He has some verbal okays on other roads.
Ray e-mailed Doc Shrader about the National run-offs. They should be back out West.

October 1998
The meeting was called to order at 7:15 PM. Introduction of visitors were made.
Tom Palidar moved that the minutes of the September 10, 1998 meeting be accepted. It was seconded, voted on and passed.
Lynn Needham gave the following Treasurer’s Report: Checking Account Balance is $8,443.64 and the Savings Account Balance is $5,399.97.

Old Business: Janice talked about finding a new meeting place. Several places required a certain number of people and a deposit. Several more suggestions were made and Janice will continue to research.
New Business: There are four unopposed nominations for region officers: RE-Joy Kreick, Asst RE-John Forespring, Secretary-Linda Miklovic, Treasurer-Dan Miklovic. Members at Large-there are three nominations for two slots: Orin Oneal, Joan Manly, and Janice Damitio. Teller committee appointed for Election: Karen Baab, Wayne Reuter, and Jay Braton. Ballots need to be returned by November 15.
There was discussion on the untimely death of Carl Merrill. Joe Noyes moved that we make a donation to the Carl Merrill Children’s Foundation. Paul Taylor moved that the donation be in the amount of $100. Both motions were seconded, voted on and passed. Lynn Needham will send in the donation.
A sponsor is needed for NORPAC Roundtable in Reno. Alaska may possibly bail out. John Forespring will call Alaska and see what help they need. The dates are Jan 8-10, 1999.
We need a rally car for next years Salmon Days Parade in Issaquah. It will be the first full weekend in October. Good opportunity to promote racing. Joe Noyes mentioned that he has an extra car sitting around.
Regional Banquet will be held again this year at Emerald Downs on January 16, 1999. Need volunteers for the Region Banquet Committee and Region Awards Committee. Janice Damitio and Amity Trowbridge volunteered to help Joy with the banquet committee. Frank Hamilton, John Nispel, and Janice Damitio all volunteered for the awards committee. There will be ballots available at the next rally.
The Rally Workers Party will be at South Puget Sound Community College again this year. We need a sub-committee. Ray Damitio will be bringing the beer.
Navone Waterhouse has volunteered to be the merchandise person.
There was much discussion on the upcoming rally. It will be held on Saturday, October 31 after dark and Sunday, November 1. Tech and registration will be at the Tribal Center. We will start at the Casino on Saturday. Sunday we will end at the Tribal Center. There will be a dinner, cost of $5. The profits will benefit the Elders of the Tribal community. The casino will front the money for t-shirts and hats. There is no drinking at the Tribal Center.
Tom Palidar raised several questions. They were answered by Bob Grass. There was much discussion on "club" vs "pro" racing.
Bob Grass talked about the possibility of an Olympus Rally next year. It looks pretty iffy.
Mike Nagle talked about dates for next years Oregon Trail Rally. With all the Rose Festival events happening, it looks like June 26-27, 1999 may be the dates. They are trying for a two day rally event.
Chris Evans brought up the possibility of a Rally Cross up this way. There was a lot of discussion. It would need a lot of promotion. Several sites were discussed.
Kevin Poirier needs a Class 2 driver.

September 1998

John Nispel welcomed Amy Wong (KC7FED) as a new ham operator.
Diane Duran moved that the minutes of the August 6, 1998 meeting be accepted. It was seconded, voted on and passed.
Lynn Needham gave the following Treasurer’s Report: Checking Account Balance is $8,907.59 and the Savings Account Balance is $5,389.43.
There was much discussion on the upcoming rally. It will be held on Saturday, October 31 after dark and Sunday, November 1. Because of hunting season, this is the only weekend we can get into the woods. We will probably be running the Dayton and Taylortown stages twice on Saturday night.
Todd Lengacher talked about the NW Rally Sprints that were held on August 22. Overall it went well. They learned a lot. Several Legend cars showed up. There were a total of 98 entrants/78 cars. They would like to see our region put together a Rally Sprint.

There was more discussion on the upcoming rally. Two possible plans:
Plan A: Start and end rally at Little Creek Casino on Saturday night. Sunday
start at Casino and finish at the Tribal Center. Plan B: Saturday start
at ??? and finish at the Doo-Wop Diner. Sunday start at ??? and finish
at the Doo-Wop Diner. Tech/Registration place yet to be established. Saturday:
2 stages/approximately 35-40 miles and Sunday 3 stages/approximately 60
miles.
Tuesday night organizer meetings to start this Tuesday - September 15 at John Forespring’s office.
We need a merchandise contact person. It was suggested that Navone Waterhouse be contacted to see if she would be interested.
John Forespring talked about the last NW Region meeting . There is a fight going on between members of the race committee. There was discussion on which board member terms were up. Ray Damitio nominated Janice Damitio to take over his Member at Large position. The only contested position will be that of Treasurer. Current Treasurer Joan Manley vs Dan Miklivic.
It was brought up that maybe we need to check into a new restaurant for our meetings. Lately the service has not been very good, etc. Janice Damitio volunteered to check into a new meeting place.

July 1998
The meeting was called to order at 7:37 PM. John Forespring arrived after dinner.
There were questions and discussion on the awarding of "out of division" points. Ben Bradley explained how he scored the "Edge of the Rock" rally event. The awarding of "out of division" points needs to be discussed at a higher level than the committee.

It was brought to our attention that we need a vent in the storage trailer. Rich Olmstead has one in his garage and will see that it is taken care of.
Solo Tour Cookout on July 25 & 26 Dan Miklivic is checking into doing a salmon dinner. John Nispel and Dan will get together and take care of buying the food. Volunteers are needed. The cookout is at the Boeing Space Center Parking Lot, exit 152 off I-5.
There was discussion on Lynne Lund continuing as Treasurer. Rich Olmstead called and talked to Greg Lund. Greg will talk with Lynne. Greg felt that she would be willing to let someone else take over the job. John Nispel will do a follow up call. It was also reported by Greg that there is approximately $12,900 in the bank.
Diane reported on the Reno Rally. After all the receipts were posted, the event made a profit of $116.61. Diane has a check for this amount to help in repaying the NW Region what the Reno Group owes us for the December Reno Rally. There was discussion on how much if any they owed us. During Rich’s phone call with Greg Lund he found that approximately $1,200 was spent on the December Reno Rally.
ORV Rally Sprints - August 1 & 2: The Regional Quarterly Membership meeting will be Saturday night preceding the BBQ. Dan Miklivic will be running for Treasurer of the NW Region.
There will be a parade on October 3 in Issaquah. They need a commitment for a few cars by August 15. We will ask for volunteers at the Regional Quarterly Membership meeting on August 1.
John Forespring arrived and concurred that there is approximately $12,900 in the bank. He received a fax from Lynne Lund, but didn’t have it with him.
John Forespring made a motion for a new rule: A rally committee officer would be allowed only three unexcused absences before they would be terminated from that position. It was seconded by Kevin Needham. It was voted on and passed. There was one nay vote. Oregon Region: They are working on the schedule for next year. They would like to fit the Oregon Trail Rally into our schedule earlier in the year. Everyone will be looking at options and they will be discussed at the August 6th committee meeting.
They will be holding a Rally Cross on August 22. It will be at the Washington County Fairgrounds. Field rental is $300. Entry fees are $20.
Portland International Raceway had two rally cars on display last weekend.
The Road Not Taken will be held August 7 & 8 in Oregon.
The next committee meeting will be on August 6th.

June 1998
The meeting was called to order at 7:25 PM. The following were in attendance: John Forespring, Lynn Needham, Diane Duran and Jerry Moon.
Diane Duran moved that the minutes of the May 7, 1998 meeting be accepted with the following corrections: Reno, not CRS, will repay us if they make any money from the rally. It was seconded, voted on and passed.
John Forespring talked about the Board meeting last Monday. It is confirmed that we have the Solo Tour Cookout on July 25 & 26. We need to be sure the Rainier Group is doing the weekend before. We will be serving hamburgers, hot dogs, chips, and pop. Diane Duran will phone Terry Simons to get a list of what food to buy.
There was no Treasurer’s Report.
John Forespring reported on the Oregon Rally - June 6. So far we have 24 cars entered. The insurance is done. We will have cars start with a two minute window.
Reno Rally - July 10 - Diane Duran All permits from BLM are done. We have lots of local people working. Kevin Needham will be sweeping stages: 1-4, 5, 6, 7 and Michael Green will sweep stages: 2, 3, 8, 9.
Regarding the letter we received from the Canadian Rally Series: Rich Olmsted got information and it was decided to award out of division points. It was based on their agreement to provide insurance for competitors and fulfilling their safety plan.

Treasurer position: It was not known if John Nispel had a chance to talk to Lynne Lund about the Treasurer’s position. Diane Duran offered to be Treasurer, as long as the accountant has the books cleaned up before she takes over.
ORV Rally Sprint: This event will be held at the ORV Park on August 1 & 2.
It was moved and seconded to have the region pay for volunteer membership for the following: Diane Duran & spouse Jerry Moon, and Kevin Needham.
There was miscellaneous discussion on the Reno Rally.

May 1998

Wild West Rally - April 17/18 John Nispel mentioned that all in all everything went well. There were 37 cars that started. The need for Mountain Top to have directions to all starts was brought up. Attached to these minutes is a copy of the Wild West Wrap Up.
Mike Nagle reported on the Oregon Rally - June 6. They have all permits, are waiting for insurance to come back. The roads look good. Ham coordinator getting familiar with what happens at rally’s. They need more EMT’s. First car out at 11:00 Saturday morning. Registration will be Friday from 6-8 pm and Saturday from 8-10 am at the Knappa Quality auto Parts store.

Reno Rally - July 10 - Diane Duran Press stage will be Friday, July 10 at 5:00 pm. There are 9 stages. We can get hotel rooms in Fernly for $26 per night. Sunday morning will be the awards breakfast. Same stages as last year. We need to get an itemized list of expenses for last Reno Rally. CRS will repay us if they make any money from this rally.
We received a letter from the Canadian Rally Series requesting out of division points for the Edge of the Rock Rally Canadian event. There was much discussion on this. Some of the points brought up included: Are we going to be somehow liable for insurance/sanctioning the event if we give points? John Forespring was not present to answer any questions. John Nispel said he will get together with John Forespring to get some answers. Since we don’t have the people present to help us make an informed decision, Rich Olmstead made a motion to support John Nispel and John Forespring on whatever decision they make after their discussion. It was seconded, voted, and passed.
Kevin Needham mentioned that we need more banner guard. Also, what was happening with the purchase of scanners/ham radios? There was discussion on CB’s vs ham radios. The need to get information about radios to road marshals, etc. Also better information to stage workers. Possibly a gift certificate @ Radio Shack, etc. to provide the incentive to purchase their own equipment. How about an emergency phone number for people with cell phones?
Solo Tour Cookout - July 25 & 26 We need people to get their food handlers license. Diane Duran will let us use her wholesale license to purchase the food.
Rich Olmstead was approached about holding the 1998 Divisional Run Offs at the 1999 Oregon Trail Rally. Rich said they would do it.
John Nispel said he will talk to Lynne Lund and see if she wants to continue being Treasurer. With the long commute, etc. there was discussion about whether she still wanted the position.
Mike Nagle sold six shirts @ $10 each at the National Rally.

April 1998

Janice Damitio moved that the minutes of the March 5, 1998 meeting be accepted with the following corrections: The press stage will be run at 10:00 am on April 17. It was seconded, voted on and passed.

Wild West Rally - April 17/18 - Bob Grass So far we have 37 entries in hand, hopefully we’ll reach 50. The route books still need to be printed and time cards need to be done. The Welcome Party has been moved to the Doo-Wop Diner starting at 7:30 or 8:00.

Mike Nagle talked about possibly selling rally merchandise at the National Rally. John Nispel brought up the need for a merchandise person for the region. Mike said he’d be willing to do it.
Mike Nagel reported on the Oregon Trail Rally. It is still scheduled for June 6. They have all their permits, their start and service area (4 times by). There are approximately 167 total miles with 75-95 stage miles.
Reno Rally - June 20 - John Forespring Diane Duran requested that they have a minimum of 48 workers. California Rally Series is sanctioning the event. They will pay us back for last years rally with any profits they make this year.

March 1998

February Rally - There were several overturned cars, but overall everything went well.

John Forespring talked about the convention in Denver. Greg Lund and John attended. The NW region won Region of the Year Award. Saturday of convention was a Stewards Meeting. Rally Crosses were discussed. Bob Grass is checking into SW Washington Fairgrounds as a possible location. There are no special licenses required, just a helmet. There was discussion on all the rule changes Greg Lund has made. It was decided that there will be no more new rules for two years unless Risk Management or SCCA Board approves them. Doc Shrader is the new head of the Division Rally Group.
John Forespring talked about the Doo-Wops. Ray Damitio and Navone have checked out the spectator areas. There will be two this time.
Wild West rally in April. Little Creek Casino has cut back on their sponsorship. They are now a presenter, not a sponsor. Thursday - They will host the Welcome Party . It will cost $3/person. Hor d’oeuvres will be served. Friday - Press Stage in afternoon. Friday night rally will start. We will use usual stages with a few changes. Saturday - Restart downtown Shelton. ORV Park Spectator stage. Casino will be hosting the banquet after rally. There will be NO spagetti.
John Forespring will be hosting an All City Rally Sunday after the Wild West rally. It will be a gimick rally.
Mike Nagel reported on the Oregon Trail Rally. It is still scheduled for June 6. They have a start sponsor. They will use the same service area three times during the day. It is near Taylorville at the off-ramp.
Kevin Needham brought up the possibility of the rally group buying a couple of hand held radios. We have some Ham operators that don’t have equipment and they could use it for the day of the rally. We will think on it and bring it up again next meeting.
John Forespring made a motion to buy Charlie and Janelle a membership. It was seconded by Rich Olmstead. It was voted on and passed.

January 1998
The meeting was called to order at 7:17 PM. The following were in attendance: Diane Duran, Ron Barker, John Nispel, Lynn & Greg Lund, Paul Taylor & wife, Navone & Joe Waterhouse, Ray & Janice Damitio, Catherine Roso, Amity Trowbridge, and Kevin & Lynn Needham.
Kevin Needham moved that the minutes of the December 11, 1997 meeting be accepted with the following corrections: 1) Who was the coin toss between and what date is the NW region doing the Solo Tour cookout. The toss was between the Rainier Group and the NW Region Group. The NW Group will be doing the cookout on July 25 & 26, 1998. 2)What was the $193 to Diane Duran for? It was for printing costs. After discussion it was seconded, voted on, and passed to accept the minutes.

The meeting was again called to order at 7:50 PM.
Treasurer’s Report was given by Lynn Lund. She transferred $4,000 to savings. Current balance in the checking account is $2,922.37 and savings account is $7,805.47. Lynn wrote about $1,000 in checks tonight. Lynn reported that overall we lost about $150.00 on the November Rally.
Next year’s Reno Rally is being sponsored by the California Rally Series.
There was much discussion on Regional vs. Divisional Points. Under consideration is the possibility of a motion to prohibit the awarding of regional points on events outside the immediate NW Region. Also, once the schedule is set up new events can’t be added without the committee’s approval.

Ray Damitio moved that an awards committee be formed in September 1998. They would take nomination suggestions and forward their recommendations to the Assistant Regional Executive for Rally. This would all be kept secret. It was seconded, voted on, and passed.
Regional Banquet is January 17, 1998 at Emerald Downs in Auburn. Cocktails at 7:00 and Dinner at 7:30. John Nispel has additional registration forms if anyone needs them.
Workers Party is January 24, 1998 at South Puget Sound Community College from 3-10 PM. It will be held upstairs in the cafeteria. There will be drawings and door prizes awarded. Dinner has been ordered for 100 people.
Ray Damitio talked about the Doo-Wops. They are scheduled for: February 14, 15 Capital Forest - Ray has roads for these events March 14, 15 Possible Montesano Watershed and Brookelyn Stages. Don’t have definite roads yet. The Oregon Rally Group has a new Regional Director, Kevin Koirier.
The Oregon Rally Group is putting on a potluck at Chris Kuba’s house on January 18, 1998. Anyone wanting to come is invited.
The Oregon Rally will be held on May 30, 1998. It will be run out of Klaskadine and Napa. The roads have been chosen. There are approximately 85 stage miles, 130-140 total miles.
We have an agreement from Simpson allowing us to hold rallies on their property on two weekends. They are charging us $1,500 per weekend.
John Nispel questioned Greg Lund on the possibility of getting the November National event back this year. Greg responded "no", because Bob Grass and John Forespring told the Region they did not want to hold a National event in November
