Rally Committee Minutes

December 2000
The meeting was called to order at 8:00 pm.  Attending were: John Nispel, Frank Hamilton, Ron Barker, Janell Mullins, Kevin and Andrea Pennington, and Joe and Navonne Waterhouse.

Minutes of the November 9, 2000 meeting were reviewed.  A motion to approve the minutes was made by Joe Waterhouse, seconded by Andrea Pennington, and the minutes were approved unanimously. 

A brief treasurer's report showed a balance of $381.48 in checking and $19,483.01 in savings.  The treasurer was unable to attend.

Old Business:
Worker Party - Our annual worker party will be held Saturday, January 27, 2001 at the Fort Lewis Golf Club, which is located off exit 116 (Mounts Road).  The menu will be fried chicken buffet.  There will be a no host bar with the rally committee purchasing a keg.  The hours are 6 pm to 10 pm.  Flyers will be sent to all members and workers.

Storage Container - Mud Bay Storage will let us rent space for the Rally storage container currently at PDE Body Shop.  The space will cost $35 per month.  Hours are 7:30 am to 9:30 pm.  Kevin Pennington will check to see if we can occasionally have access to the container at other times.  Frank will check on getting a crane to help us move it.

Award Nominations - John asked that anyone with nominations for worker awards contact Rich Olmstead immediately.  If you can't reach Rich, call John Nispel.

New Business:
2001 Rally Schedule Change - Doo-Wops I and II have been canceled.  Doo-Wops III & IV have been moved to March 3 & 4, 2001.  This is because the Club Rally Runoffs will be held at Doo-Wops III & IV.  Please note the changes on
your calender.

Equipment Purchases - Discussion was held about the purchase of a portable color copier with a service contract.  An amount of $2,000 was authorized for purchase of the copier, printer, a color scanner, etc.  Joe & Navonne were authorized up to $200 for purchasing whistles for use by the road marshals.  Frank will help with some contacts.  John Nispel was authorized up to $150 for atomic clocks for timing, etc.  Frank was authorized up to $1,500 for O2 and Medical kits for our EMS crews.

Litter Pickup - Litter pickup has been rescheduled for Sunday, January 7, 2001 at 10 am at the county shop.  See you there.

Rally Office - Help is needed to clean and organize the rally office ASAP.  The date and time will be decided at the January meeting.

A motion was made and seconded to adjourn the meeting at 8:56 pm.
 
 

November 2000
he meeting was called to order at 7:30 pm.  The following were in attendance: John Nispel, Gail McDonald, Janell Mullins, Rich Olmstead, Jim Culp, Ray & Janice Damitio, Joe & Navonne Waterhouse, Diane Duran, Charlie Maloney, Kevin Poirier, Dick & Heath Kasten, Samantha Cross, Kevin & Andrea Pennington, and Lynn & Alex Needham.

Janice Damitio approved the minutes of the October 12, 2000 meeting as written.  It was seconded, voted on, and passed.

The Treasurer gave her report.

Old Business:
Oregon Region - Rally next month December 2.  Rally cross pavement stage has been deleted.  Three stages done twice.  First car out at 5 pm.  Breakfast/banquet at 9 am Sunday.  Service is in Knappa.  Registration & Tech at Lum Auto Center in Astoria.  Discussion followed.

Geo Metro Spec Class - Ray is trying to find proper suspension.  There have been lots of emails going around on the subject. 

Roads - Ray talked with the Sheriff of Pacific County.  We have the roads in Pacific County back !!!  Discussion followed on our road use for next year's Doo Wops.  Good news that Doug Sutherland was voted Lands Commissioner. 
Hopefully we can get the Capitol Forest roads.

The meeting was temporarily adjourned at 7:57 for dinner.

The meeting re-convened at 8:20 pm.

Kevin Pennington move - Much discussion followed on the topic.  Diane Duran moved to reverse the motion of the Sept 7 meeting; thus Kevin Pennington will be scored in Class 1 for the entire 2000 season as mandated by the original motion on Aug ???.  The motion was seconded, voted on, and passed.  John Forespring and John Nispel abstained from voting.

New Business:
It was brought to the committee's attention that Bob Reeves has been involved in unsportsman like conduct.   Rich Olmstead read rule 16.3.b of SCCA Rules.  Discussion followed and the situation will be handled at the executive level. 

We need a nominating committee for Region Awards.  Rich Olmstead, John Forespring, and Lynn Needham volunteered.  Rally Awards:  Rally Enthusiast of the Year, Rosemary Tindall Award, and Jorge Mesa Award.  Regional Awards: 
Mary Pang Award, Manley Enthusiast of the Year, Joe Henderson Memorial Award, & Stan Burnett Inspirational Award.

Re-schedule Litter Pick-up: Last month nobody showed up !!!   It has been rescheduled for Sunday, December 10 at 10am.  Please wear sturdy shoes and bring gloves.  Directions are as follows: 
 

Equipment Shed:   We need to remove it from PDE Body Shop.  If anybody knows some place that we could store it, please let the committee know !!!!   Diane Duran has said we could store it at her place, but she lives a little out of the way.  It is a 24 foot truck trailer.  Kevin Pennington mentioned Mudd Bay Storage.   We also need someone to help move it.   Frank Hamilton is going to check with his work about getting a low-boy.

Region Dues - Janell Mullins talked about putting the newsletter on the website and tiered structure for dues.  Discussion followed on the region newsletter printing and layout.  Rich Olmstead moved that we tell the board the committee does not want to eliminate the newsletter in a printed format, no graduated dues, and free on the website.

Oregon Region presented to the NWR Rally Committee a check for $200 to off set the costs of the workers party on January 27, 2000.

Diane Duran moved we adjourn the meeting at 9:39 pm.  It was seconded, voted on, and passed.
 
 

October 2000
The meeting was called to order at 7:30 pm.  The following were in attendance: John Nispel, Gail McDonald, Bill & Candi McArthur, Janell Mullins, Frank Hamilton, Rich Olmstead, Jim Culp, Rob Barker, Janice Damitio, Gary Cavett, Navonne Waterhouse, Mike Irby, and Lynn & Alex Needham.

Frank Hamilton approved the minutes of the September 7, 2000 meeting as written.  It was seconded, voted on, and passed.

The Treasurer was unprepared to give a report tonight.

Old Business:
Gary Cavett brought up the Kevin Pennington move.  Much discussion followed.
This will be brought up on the agenda for the November 9th meeting for further discussion.

Litter pick-up is scheduled for October 22nd.  The new grapplers have arrived.  We need volunteers !!!

Gary Cavett talked about the mess up with the pro rally/club rally scores on Speedvision, etc.

Ray Damitio brought an informal presentation to the committee.  He presented the "Geo Metro Challenge" spec class.  The idea was received very well.  Much discussion followed.  John Nispel moved to have this new class officially discussed and voted on at the next meeting.

Frank Hamilton brought up the region membership and decals, etc for souvenirs.  Frank would like to purchase merchandise that we could sell to members and potential members.  John Nispel moved to let Frank go ahead and pursue looking into purchasing merchandise.

Oregon Rally Group is putting on another rally:  The Clatsop Forest Stages - This will be a co- efficient 2 event held on December 2.  Format will be an evening/night event.  Red Lion in Astoria is the host hotel.  They hope to have a rally cross on the docks next to the Red Lion, then onto the gravel roads.  Knappa junction (approximately 22 miles east of Astoria) will be the service area.

September 2000
The meeting was called to order at 7:30 pm.  The following were in attendance: John Nispel, Gail McDonald, John Forespring, Bill & Candi McArthur, Bob & Tammy Reaves, Andrea & Kevin Pennington, Jon Cox, Janell Mullins, Lee Chambers, Diane Duran, Frank Hamilton, Navonne Waterhouse, and Lynn & Alex Needham.

Janell Mullins approved the minutes of the August 10, 2000 meeting as written.  It was seconded, voted on, and passed.

The Treasurer gave the following her report.

Old Business:
Bob Reaves challenged the Rally Committee's decision to move Kevin Pennington from Class 3 to Class 1.  He did not think this should have been done.  After much discussion, Frank Hamilton moved to reverse the previous decision and return Kevin Pennington to Class 3.  It was seconded, voted on, and passed.

New Business:
Wild West Rally - we will be paying the ORV park $15 per car.  There will be no entry fee for each person.  It was mentioned that Linda Grass might be willing to sit with Curt at the hotel and have scores radioed to her.  We need an ambulance at the ORV park from 1 pm to 6 pm on Saturday.  Lynn will arrange.  Much discussion followed.

Litter Pick Up Tools - Frank Hamilton did some research and found that for 1-4 tools the cost is $19.04 each, 5-24 $18.09 each, and 25-36 $17.19 each. They work great for doing the highway clean-up.  The group that worked the last highway clean-up agreed that their backs hurt a lot less after using the tools.   John Forespring moved we purchase 10 of them for $18.09 each.  It was seconded, voted on, and passed.

IRS - There will be a meeting with them the 1st week in October to discuss our previous years tax returns and lack of payment.

Nominating Committee Selections - Frank Hamilton read a draft of the nominees for Region Board Members: Regional Executive: John Forespring, Assistant Regional Executive: Dan Miklovic, Secretary:   unknown, Treasurer: Janell Mullins, Board Members-at-large (2): Joan Manley, Mike Lawler, Jon Cox, David Nevin.  Election ballots will be in the October Newsletter.

New Region - We are now region 13.  We have split from Northern California.

Bread & Roses - Diane Duran donated the left over food from the Rally Cafe and ORV Park BBQ to Bread & Roses the morning after the ORV event in August.

Diane Duran moved we adjourn the meeting at 8:45 pm.  It was seconded, voted on, and passed.
 

August 2000
The meeting was called to order at 7:57 PM.  The following were in attendance: John Nispel, Janell Mullins, John Forespring, Gail McDonald, Charlie Malony, Frank Hamilton, Bill & Candi McArthur, Jon Cox, Lee Chambers, & Lynn & Alex Needham.

Frank Hamilton moved to approve the minutes of the July 13th meeting with the following correction: delete John Nagel's name.  It was seconded, voted on and passed.

The Treasurer gave her report.

Old Business:
ORV Rally Sprints/Banquet/Region membership meeting: John Forespring reported. We had 15 attendees for the school on Friday.  We had 22 cars on Saturday and 23 on Sunday.  We had one DNF on Saturday and two on Sunday.  A good time was had by all.

Rally Cafe Bremerton: We cooked hamburgers, hot dogs, and chicken.  The chicken was boned, so Janice Damitio de-boned it so we could make chicken sandwiches again.  What food was left over after the ORV Banquest was donated to a charity by Diane Duran.

We have a Highway Cleanup coming up on August 20th.  Frank Hamilton mentioned that the road crews had recently cleaned the interchange, although the litter is already piling up.  We will be mailing a calender of upcoming events, including the highway cleanup, along with the results of the ORV Rally Sprints.  Charlie mentioned that the yellow "Kojak" light is not working and that maybe someone could look at it.

Wild West Rally - John Nispel passed out a tentative schedule of events.  Charlie called and the roads are a go !!!!   Let's just pray for rain.  Corvette and High Performance will be hosting tech Thursday night and Friday morning.  Welcome party on Thursday night will be at the Doo-Wop Diner in Shelton.  Headquarters hotel is at the Phoenix Inn in downtown Olympia.  Finish and awards Saturday night will be at the Shelton Moose Lodge.

September Committee Meeting Date - Since the Wild West welcome party is on the second Thursday is September, our next committee meeting will be on September 7th. The region board meeting is moved to September 5 and the organizers meeting will be on September 6.

Monday night Region Board Meeting: Discussion followed on elections and the banquet in January.  The Region Banquet will be at Emerald Downs on January 20, 2001.  Much discussion followed.

July 2000
The meeting was called to order at 7:21 PM.  The following were in attendance: John Nispel, Janell Mullins, Joe & Navonne Waterhouse, John Forespring, & Gail McDonald, Charlie Malony, Frank Hamilton, Janice Damitio, Ben Bradley, Rich Olmstead & Lynn Needham.

John Forespring moved to approve the minutes of the June 8th  meeting as written.  It was seconded, voted on and passed.

The Treasurer gave her report.

Old Business:
Shitepoke/Dryad Quest report: Everyone liked the roads, average speed for the 20 mile stage was 75 mph, Sunday weather was rotten, but overall everyone seemed to have a good time, and from Janice "everything was great".  Janice asked about addresses for sponsors.  We will add them to the route book for the National Rally.

Charlie is going to investigate the cost, etc of getting magnetic signs (SWEEP & EMT) for official vehicles.  He will report at next meeting.

The meeting was adjourned at 7:44 for dinner.

Highway Clean up - July 9th.  There were 13 people that attended.  John Forespring thought it would be a good idea to give each person a $25 credit with a maximum of $50 per team.  The attendees included: Janice Damitio and her son Warren, Sean Tennis, Amity Trowbridge, Nate Tennis, Nat T-Stow, Alan & Carey Wright, Don Swier, Andy & Julie Sharples, John Forespring, & Lynn Needham.

Rally Cafe - We will be cooking in Bremerton on July 29/30.  John Nispel has a lead on someone that can get us hamburger and chicken at a reduced cost.  John Forespring knows someone that is loaning us his tent that can seat 300 people and also use his BBQ's.  There was much discussion on the logistics for the weekend.

New Business:
ORV Rally School/Sprint - August 4/5/6.  We will be doing a national license school on Friday.  Rally Sprints on Saturday & Sunday.  Third Quarter Region membership meeting will be Saturday night.  We need door prizes.  Matt Sweeney will be making the first overall trophies for Saturday and Sunday.

Charlie has been going thru the trauma kits and they need to be updated.  Charlie will give us a list with prices at the next meeting.

Kevin Pennington has requested he be moved up to Class 1 for the remainder of the year.  Rich Olmstead moved we honor his request.  John Forespring modified Rich's motion to have Kevin's class 1 standing retroactive to the first of the year.  Janell seconded John's modification.  Some discussion followed.  It was voted on and passed.
 

Wild West - Sept 15/16.  Phoenix Inn downtown Olympia. $79 double bed rooms.  Tech will be at Corvette & High Performance on Black Lake Blvd.  Welcome party will be Thursday night at the Doo-Wop Diner.  We'll know about the St Martin's stage next week.  Auto Glass Pro will sponsor the welcome party.  Public stage will be at the ORV park.  More discussion followed.  We still need to work on the banquet for Saturday night.

John Forespring talked about the John Nagel problem in Reno.  There is a tentative date of October 10th for a Reno rally.  Much discussion followed.

Rich Olmstead - Oregon is doing a feasability study to see if December 2 is a good date for a rally.  Some discussion followed.

Oregon declined the ambulance that was offered to them.  There was too much that needed to be done to make it worth while.

Oregon had a rally cross last weekend with 90+ cars.  Lots of Subaru's and trucks.  They rented their own water truck.  That worked out well.  There is another rally cross scheduled for July 30.

May 2000

New Business:
Oregon Trail wrap-up:  53 cars started the event, the number of cars overwhelmed scruiteneering, overall event was great!!!

The meeting was temporarily adjourned for dinner at 7:43.

The meeting reconvened at 8:15.

Shitepoke/Dryad Quest Rally - Charlie sent out an e-mail to all interested parties.  A response is required by tomorrow with either a  yes or no answer.  Navonne questioned about the dinner for Sunday night.  John Forespring will let her know tomorrow what to do.

Rally Cafe - Bremerton Raceway in Bremerton.  July 29 & 30th.  Times will be roughly 8 am to 4:00 pm both days.  Dan Miklovic won't be there this year, so we need to come up with a descent BBQ grill.  We need volunteers.

Highway Clean-up - July 9th & August 20th.  It was brought up that if we don't get anymore rallyists in July & August we might not continue with the highway clean up.

Much discussion followed about Rim.

February 2000
The meeting was called to order at 7:40 PM.  The following were in attendance: Mack & Candi McArthur, Joe & Navonne Waterhouse, Ron Barker, Frank Hamilton, Jerry Moon, Diane, Dawn & Kayla Duran, Chris Evans, Lynn & Alex Needham & Ray Damitio.

Diane Duran moved to approve the minutes of the January 6th meeting as written.  It was seconded, voted on and passed.

The Treasurer gave her report.

Rally Worker's Party - There was a good show of people.  Some people still are not receiving invitations, etc.  The mailing list needs some work.

Regional Board Meeting - The date and venue will be changing as the service at the restaurant they were held has gone downhill. The Miklivic's have been working on setting up our non-profit status.  There will be no more regional merchandise position.  All the merchandise has been split three ways between the various venues.  The Corvette show is this weekend.

Doo-Wops III & IV update -Saturday there will be 3 roads in Capital Forest, for Sunday we have the Montesano stage, Smith Creek stage & Brooklyn Tavern stage.  Ray talked about what roads have been approved.  Ray is thinking he can get a 2 mile stage at the nuclear site.  Fun road, zig zagy, etc.

Doo-Wops I & II - Ray met last week with DNR.  They had 3 basic issues with us running on their property:  safety, road damage, & siltation.  There will be a mitigation letter from John Nispel addressing their concerns.  Overall Ray felt good about his meeting.

Rally Cross schedule for this year.  The Oregon Group was not at this meeting, so we couldn't set up a schedule, not knowing what their schedule is.   Ray mentioned a lady, Helen Sanders, that works at the Lucky Eagle Casino.  She owns some property that we may be able to use.  This property is in the Oakville area.  Frank needs to get together with Kevin Needham to remove the cars from the area near Maytown/I-5.  He has the permits ready to move the cars, just needs to get time.

Mack was wondering if anyone had checked into roads in Lewis County.   Ron mentioned that there were not a lot available.

January 2000
The meeting was called to order at 7:50 PM.  The following were in attendance: Joe & Navonne Waterhouse, John Nispel, Joe Noyes, Paul Taylor, Lee Chambers, Ron Barker, Diane Duran, Dawn & Kayla Duran, John Forespring &
Lynn Needham.

Ron Barker moved to approve the minutes of the December 8th  meeting as written.  It was seconded, voted on and passed.

Treasurer's report: Checking Account $841.77 and Savings Account $9,089.66.  Both accounts at SeaFirst Bank have been closed and transferred to Heritage Bank.  Diane Duran moved to accept the Treasurer's Report.  It was seconded, voted on and passed.

John Forespring brought back brochures, etc from the rally in Laughlin, Nevada.  He talked about the rally.

There was discussion on getting our own web page.  What should be included and it should be linked to as many other pages as possible.  Paul Taylor is going to check into a server to use.  Lee Chambers said he would help setting up the web page.  John Nispel will also check and see if he can find someone to help Lee.

Rally Worker's Party mailing - we did a lot of stamping, labeling, etc before the meeting tonight.  Navonne talked with Fred at SPSCC.  She ordered 120 meals.  She is still negotiating the cost and what will be served.   The Worker's Party will be held on Saturday, January 29, 2000.
 

Old Holiday Inn in Renton is where the Regional Banquet will be held.  It is being held on Saturday, January 22, 2000.

Doo-Wop update - DNR has turned us down for the rally this year.  There was much discussion on what we can do to get the use of the roads.   We are setting up a meeting with DNR in the hopes that we can persuade them to change their minds.

Regional Board Meeting venue may be changed.  If that's the case, the day of the month may also be changed.
