The official notice board will be at registration and service areas.

Section 4: Event Description

The 2004 Dryad Quest ClubRally is a coefficient three event, 173 miles in length with 69.95 stage miles in eight stages.  The Shitepoke ClubRally is a coefficient three event, 137 miles in length with 68.06 stage miles in six stages.  All stages will run on gravel roads in western Mason County, WA and eastern Grays Harbor County, WA.  

The final details of the route and the schedule including service time will be described in the route book.  The route book and final itinerary will be issued after successful completion of scrutineering. The rally will start in Shelton, WA on Saturday, June 5 at 11:00 and on Sunday, June 6 at 10:00.  Cars will run at one-minute intervals.

The Dryad Quest and Shitepoke are sanctioned and organized by the Northwest Region of the SCCA. The events qualify drivers and co-drivers for the 2004 Western States Rally Championship, the SCCA Northern Pacific (NORPAC) Divisional ClubRally Championship and the 2004 Northwest Region Rally Championship. 

NORPAC ClubRally Championship competitors will compete in SCCA ClubRally classes: 
Open, Group 5, Group 2, Production GT, and Production.

Northwest Region Rally Championship competitors will be grouped into three classes:
Class 1 - Highest Experience level
Class 2 - Intermediate experience level
Class 3 - Novice experience level

Section 5: Entry Form and Entries

Entry to the events will require:

1.    Completed ClubRally entry form submitted by mail or FAX.

2.    A valid state driver's license for both driver and co-driver.

3.    A valid SCCA membership, and a ClubRally or ProRally license for both driver and co-driver.  (Membership and licenses will be available on day of event.)

4.   Completed entry forms for service crew.

5.   Proof of insurance- $100,000 / $200,000 / $50,000 liability limits in force for all vehicles (including service vehicles). 

6.  Payment of entry fee.  
Before May 5 - Early bird special $425
May 6 till May 25 - Regular entry fee $450
May 26 till June 4 - Late entry fee $500
June 5 - Day of event $600

Section 6: Entry Fees

The early bird entry fee is $425 if postmarked or faxed by May 5. 
Regular entry is $450 if postmarked or faxed by May 25.
Late entry received by June 4 is $500.  
Late enry on day of the event June 5 is $600.

Entries may be faxed to: 360-956-9041 with fee payable at registration.

An entry fee will be refunded only if an entry is not accepted, the vehicle does not pass scrutineering, or the event does not take place. Once the vehicle has passed scrutineering, the entry fee will not be refundable.

Section 7: Scrutineering and Documentation

See Section 1 Timetable for scruitineering schedule and location. Cars will be clean and washed prior to scrutineering. 

Applicable regulations: No car will be allowed to start unless it complies with SCCA regulations and requirements.

Section 8: Service

Service is permitted on this event as designated in the route book. Control Zones (Areas) are considered Parc Fermes in accordance with ProRally Rules, page 58 7.3.A. There will be no "open service" allowed on these events. All service will be performed in designated service areas.

Section 9: Pace Notes

The prohibition against pace notes will be strictly enforced the first time a particular stage is run. On the second running of the same stage, a crew may use annotations to the route book, prepared by them on the previous run.

Section 10: Traffic Infringements

Any traffic citation received during the running of the event by any crew or service crewmember will be reviewed by the Event Steward for compliance with the 2004 SCCA ProRally and ClubRally rules.

Section 11: Marshall Identification

Control marshals will wear yellow or orange control marshal vests.

Section 12: Controls and Time Cards

All controls, (Main Time Controls (MTC), Arrival Time Controls (ATC) Start Controls (SSS) Flying Finish Control (FFC) Stop Controls (STOP) and End of Control Zone (ECZ) will be FISA type signs.  The SCCA signs are equivalent and are as follows:

Competitors may check in early at the final control each day, and declare their ideal arrival time, as long as that time has not passed. (Note: The control may not be set up prior to 15 minutes before the scheduled arrival time of the first competitor vehicle).

The entries on the competitor vehicle Timecard is the official record from which scoring decisions will be made. It is the responsibility of the competitors to verify all entries made on the Timecard at the time of entry. No changes to an entry on the Timecard, other than changes made by control personnel at the time of original entry, will be made, except at the discretion of the organizers when there are:
1) discrepancies with the control logs, or
2) mathematical errors in stage time computations.

No protests or inquiries, based upon entries made on timecards, shall be accepted.

Replace SCCA ProRally Rule, page 60, 7.4, A, 10 with the following:

Competitors may only mark that areas noted for competitor use on the time card.  Failure to observe this may lead to exclusion from the event or a 10-minute penalty at the discretion of the Event Steward of Event Chairman. 

Observation Control may be used for violation of local laws or SCCA rules.  Rally and service crews must stop at "O" controls. 

Replace SCCA ProRally Rules, page 60 7.4.B with the following:
The target check-in time is the time obtained by adding the ideal time allowed to complete the stage and transit sections to the start time of the previous Special Stage, or to the out time from the previous time control, these items being expressed to the minute (the seconds having been dropped.)

Exclusion for Lateness
Lateness exceeding 30 minutes over the time allowed between a MTC or ATC and the next ATC, RTC or MTC, whichever comes first, or a total lateness of more than 30 minutes per day will result in the exclusion of the crew.

Exclusion for Earliness
Earliness exceeding 10 minutes under the time allowed between a MTC or ATC and the next ATC, RTC, or MTC, whichever comes first, or total earliness of more than 10 minutes per day will result in the exclusion of the crew.

Section 13: Application and Interpretation of the Regulations

The Clerk of the Course is charged with the application of the present regulations during the running of the event. The standard SCCA procedure will be used in case of claims. Inquiries shall be written on plain paper and submitted to the Clerk of the Course, the Event Steward, or the Organizer, in this order. Inquiries presented to the Scoring Crew are not valid.

Section 14; Amendments to the Regulations and Supplements

Amendments or additional provisions to these regulations will be announced by dated and numbered information bulletins. The bulletins will be regarded as an integral part of these regulations. The bulletins will be posted on the official notice board, and may also be directly communicated to the participants during the running of the event, who must acknowledge receipt by signature of bulletins directly communicated at time control points, unless this procedure is materially impossible.

Section 15: Exceptions from SCCA ProRally Rules

These regulations vary from the standard SCCA ProRally Rules in the following respects:

Section 16 Provisional Scores

Provisional scores will be posted at the awards dinner as soon as available.  Scores will be final 30 minutes after posting or 30 minutes after any inquiries or protests are resolved.

Section 17: Awards

SCCA ClubRally awards will be presented to the winners of the five ClubRally classes in each rally.  

SCCA Northwest Region awards (for Northwest Region members only) will be presented to winners of the three Northwest Region classes in each rally. 

Section 18: Prize Giving

Awards will be presented at the dinner on Sunday evening at the Shelton Moose Lodge, 741 SE Craig Road, Shelton, WA. Prizewinners must be present to receive awards unless prior arrangements are made with the Organizer or Event Steward.
